    Q. How do I convert my .wav files to Heber .hsf format?

The utility is in F:\support, and the command line is:

    sox <infilename> -e -u-law -r 32k <outfilename>

    i.e. sox ring.wav -e -ulaw -r 32k ringhsf.wav

There is an error here, at least in latest sox versions.

    The right command line is

    sox %1 -e u-law -r 32k %2

And SOX is an Open Source project and can be obtained from http://sox.sourceforge.net/Main/HomePage instead of F:\support.
